UKUPC Webinar - Procurement Pipelines and Contract Management Requirements in the new Procurement Act 2023

 
 

Taking place on Tuesday 30th April, UKUPC Members were joined by Anja Beriro, Browne Jacobson’s lead for education-specific procurement offerings. Anja specialises in advising public bodies on their duties and obligations under the public procurement regime and how to run successful and compliant procurement exercises. Joining us for the second in the series of UKUPC Webinars as part of the new Procurement Act and what it will mean for Members this session covered the obligation to publish a procurement pipeline, with the financial year deemed to start on 1st April this is obviously out of synch with the financial year of a university and therefore, the university will have to decide how it can include this requirement within its annual budgets.

What can, and should, universities be doing to get ready for this?

For all regulated contracts with a value of more than £5million, the contracting authority will need to agree with the contractor 3 KPIs that will be reported against annually. Where KPIs are not met, this may lead to contractors being excluded from future tender opportunities. Universities need to ensure that they have both the people and the processes to adhere to this obligation.
