Vehicle Hire Framework Agreement

The new framework commenced on the 1st April  2017, and is split into 3 lots:

•    Lot 1 - Vehicle Hire
•    Lot 2 - Car Club
•    Lot 3 – Leasing

The agreement runs until the 31st March 2019 plus an option to extend until 31st March 2021.
Full details including the buyer’s guide, price lists and supplier contact details are available on the NWUPC/HEC websites.

Promotional Products Framework Agreement
The current framework agreement expires on the 28th February 2018. Work has started on the new framework agreement with a survey has been sent-out to members (the closing date for its return is the 23rd June 2017), and an invite to join the tender working party (TWP), the strategy document is currently being drafted.
Once the TWP has been formed the first meeting will be arranged.

High Value Laboratory Equipment Framework Agreement
High Value Laboratory Equipment supplier review meetings have been taking place over recent months. On completion a report summary will be issued to the Heads of Procurement and the NWUPC Laboratory Group, furthermore the next working party meeting is scheduled for the 18th July 2017 in Manchester. Soft Furnishings Framework Agreement
Work has started on the renewal of the Soft Furnishings framework agreement. A draft strategy has been issued and work has begun on the tender documentation with the intention to have the new agreement in place for the beginning of October this year.


Electrical Materials and Associated Products Framework Agreement

The tender documents are currently with the tender working party for review.  It is anticipated that the tender will be advertised in June.  The current agreement has been extended until September 30th 2017.


Air Filters Framework Agreement
The tender closed on 9th May 2017 and the tender returns are currently being evaluated.
The framework will be split into the following 3 lots.
•    Lot 1 Supply
•    Lot 2 Supply, Fit and Removal
•    Lot 3 Maintenance

The new framework is scheduled to commence on 1st August 2017.

Removals and Relocation Framework Agreement
Lot 2 Removal and Relocation of Arts and Artefacts led by NEUPC is now live.  Awarded suppliers are Delivery Services, Edward Baden Group, Harrow Green Group and Johnsons Moving Services. 

Furniture Re-use and Recycling Framework Agreement
Evaluation of tenders is underway and it is anticipated that intention to award letters will be sent in mid-June.  

Print Solutions Framework Agreement
Draft ITT documentation for the new Framework Agreement has been sent out to all stakeholders for review and consideration.  The timetable for the tender process has been drawn up with a planned start date of 1st January 2018.  If you have any feedback you’d like to give or suppliers you’d like to be notified when the advert is placed please contact Helen Dodd-Williams at helen.dodd-williams@manchester.ac.uk

Paper Framework Agreement
The current Agreement has been extended until 30th September 2017 to allow for the new tender process to be completed.  The intention is to start a new Framework on 1st October 2017 with a similar structure and scope.  Draft documentation and strategy will be sent to the tender working party w/c 12th June 2017.  If you would like to be part of the group please contact Helen Dodd-Williams at helen.dodd-williams@manchester.ac.uk  

 

Office Supplies Framework Agreement
At the Office Solutions Category Group members took the decision not to grant the final extension period for Lot 1 of the Agreement to Lyreco UK Ltd.  The current arrangement with Lyreco therefore ends on the 30th June 2017.  The volatility of the Office Supplies market and a desire to strengthen collaboration in the HE sector meant that NWUPC members will access the Framework for Office, Computer & Library Supplies led by LUPC.  Work has been taking place on the transition to the chosen supplier under that Agreement and thanks go to Linda Sutton, Keele University, for all her considerable effort and time spent ensuring the process goes smoothly.  

Lot 2 Electronic Office Supplies however, continues until 31st December 2017 with the following suppliers; Banner, CCS Media Ltd, Spectrum Computer Supplies Ltd and XMA Ltd.  As part of the Lot 1 decision, NWUPC will not be retendering for EOS as a region and members will also access this via the same LUPC Framework.  It is an institutional choice whether you continue to support current arrangements until expiry on 31st December 2017 or whether you choose to move to the LUPC Framework sooner.  

The LUPC Framework has the following duration:

1st August 2015 – 31st July 2018 with the option to extend until 31st July 2019.  Access to the Buyers’ Guide, tender documents and price lists is via NWUPC website or HEC.

Category Groups Update

Domestics – The Domestics group met at Keele University in May.  Detailed discussions were held regarding PPE, Washroom Services, Cleaning and Janitorial Supplies and White Goods.  There were presentations from five of the six suppliers on the Washroom Services & Associated Products and Services agreement.  

Estates – The Estates group met on a sunny day at Liverpool Hope University in May.  The group welcomed John Begley from Liverpool Hope University. The group discussed the progress on the data reporting and collection exercise.  They received an update and provided feedback on Lancaster University Construction PQQ and there was an open discussion on insurance and liability and changes within the construction area, which is to be continued at the next meeting.  David Lamb provided a presentation on the HE Contracts Database.  

Furniture – The Furniture Category Group visited Broadstock’s office and factory in March.  There were interesting presentations and a showroom and factory tour from Broadstock.  In attendance were Jon Stoney, Sales Director, Michelle Munsch Commercial Director, Gary Williams, Account Manager, Simon Baird Bid Manager and Lauren Bell Creative Research & Development Manager.  This was the last of the visits to the suppliers on the Furniture Agreement and the group will be returning to institutional hosted meetings in the Autumn term.  

Laboratory - The Laboratory Category Group met at The University of Manchester in May, they received a presentation from Air Liquide.

Office Solutions – The Office Solutions Category Group met at Keele University in March.  Lowri Willis, Liverpool John Moores University was welcomed and the group said farewell to Kathy Houghton, Liverpool John Moores University.  Kathy has been a long standing, valued member of the group, she was deputy chair of the group, however, the group welcomed Chris Benson, Bangor University into his new role as Deputy Chair.  The group received an interesting and informative presentation from Antalis.  Due to changes with the Office Supplies agreement an additional Category Group meeting has been organised for Wednesday 12th July 2017 at Banner Offices and Factory.  

Telecommunications – the Telecommunications Category Group met in March at Manchester Metropolitan University, the admin and support for the meeting were provided by Rikaya Knott who provided an excellent service.  The group welcomed Nathan Milward, Lancaster University.  The group members provided updates on telecommunications progress and developments.  There was an informative and interesting presentation from Gamma.  

Following the Heads of Procurement meeting in March a Professional Services Group was established.  Professional Services has a broad remit and the group will focus on expenditure categorised under PROC HE Codes R (Professional Fees and Bought in Services and all sub-categories).  The initial meeting of this group is due to be held on Friday 7th July 2017 at the University of Central Lancashire, agenda and further information will be circulated prior to the meeting.
